The Huddle on 5th represents a groundbreaking achievement in creating housing solutions for an underserved population—single parents pursuing higher education. Working from acquisition through design and development, Operative Office transformed a quarter-acre site previously occupied by a single-family home into a dense, highly efficient 18-unit development that serves as California's first purpose-built housing for student parents in the region. The project exemplifies our ability to unlock development opportunities below institutional scale while navigating complex public finance structures. By layering Low-Income Housing Tax Credits with project-based vouchers from Yolo County Housing and securing an Infill Infrastructure Grant from the California Department of Housing & Community Development, we created a financially sustainable model that allows residents to pay no more than 30% of income toward rent. The project's innovative partnership with Raise The Barr integrates wraparound support services directly into the housing model, ensuring that residents receive comprehensive coaching, mental health support, and career development alongside stable housing. Our integrated architecture and development approach enabled us to maximize density on a constrained urban site while maintaining quality design that complements the surrounding neighborhood. The development's success demonstrates how creative site planning, deep public finance expertise, and mission-driven partnerships can deliver transformative outcomes for communities.
