The acquisition and rehabilitation of Alosta Gardens represents Operative Office's critical work in affordable housing preservation—ensuring that existing affordable housing stock remains accessible to low-income families for generations to come. This 61-unit garden-style community in Azusa faced the very real threat of conversion to market-rate housing as affordability restrictions approached expiration, a scenario playing out across California as older affordable housing reaches the end of initial restriction periods. Working in partnership with Bold Communities, we acquired the property and executed comprehensive renovations while securing a 55-year extension of affordability restrictions, ensuring long-term stability for residents earning between 30% and 60% of Area Median Income. The project demonstrates our expertise in preservation finance, successfully structuring 4% Federal Low-Income Housing Tax Credits, State Tax Credit equity, and tax-exempt bonds to fund both acquisition and substantial rehabilitation. Our development and project management approach minimized disruption to existing residents while delivering meaningful improvements to building systems, unit interiors, and common areas. This project exemplifies our commitment to the principle that preserving existing affordable housing is often more cost-effective and community-preserving than new construction, and it showcases our ability to navigate the complex timing and financing challenges inherent in preservation work. The successful preservation of Alosta Gardens represents a significant victory in maintaining affordable housing within Los Angeles County's challenging real estate market.
