As a cornerstone element of the comprehensive Eureka Housing Authority Repositioning Master Plan, Hiler Street Family Housing exemplifies Operative Office's strategic approach to large-scale public housing transformation. This 44-unit new construction project replaces aging, functionally obsolete public housing with modern, efficient family housing that meets contemporary standards while dramatically increasing density on an underutilized site. Our integrated architecture and development practice enabled rapid response to design challenges inherent in replacing occupied public housing, ensuring minimal disruption to existing residents while creating a substantially improved living environment. The project demonstrates expertise in navigating HUD's Section 18 repositioning process, which requires converting traditional public housing subsidies to a more stable Section 8 and Low-Income Housing Tax Credit platform. This conversion not only improves the financial sustainability of the property but also unlocks capital for comprehensive rehabilitation that would be impossible under traditional public housing funding constraints. Working in close partnership with the Housing Authority of the City of Eureka and Brinshore Development, we created a development that respects the neighborhood's historic character while delivering modern, efficient housing. The project reflects our commitment to ensuring existing residents can remain in their community while benefiting from dramatically improved living conditions, demonstrating that preservation of community ties can coexist with transformative physical improvement.
