This 73-unit family housing development in Woodland represents a significant component of the Yolo County Housing Authority Repositioning Master Plan and demonstrates Operative Office's ability to transform underutilized public sites into vibrant, high-density affordable housing communities. Working on a 2.4-acre site along Lemen Avenue, we created a development that serves families earning between 30% and 60% of Area Median Income, addressing critical housing needs in Yolo County's rapidly growing region. The project exemplifies our expertise in layering multiple public finance sources, combining Low-Income Housing Tax Credits with local government contributions and Yolo County Housing Authority support to create a financially sustainable development that will maintain affordability for decades. Our integrated architecture and development practice enabled us to respond quickly to site challenges and maximize land use efficiency, creating a mix of one-, two-, and three-bedroom units that accommodate diverse family sizes and needs. The development's success reflects our collaborative approach with public housing authorities, helping them leverage their land assets to dramatically expand affordable housing supply while transitioning to more stable funding platforms. By working closely with the City of Woodland, California Department of Housing and Community Development, California Department of Development Services and Alta California Regional Centers, who each contributed resources to the project, we demonstrated how strategic public-private partnerships can accelerate affordable housing production and revitalize underutilized public sites into community assets.
