Similar to our work in Eureka, the Yolo County Housing Authority Repositioning Master Plan demonstrates Operative Office's capacity to lead comprehensive, multi-phase transformations of public housing portfolios across diverse geographies. Spanning 32 acres across Woodland and other Yolo County communities, this master plan represents our strategic approach to repositioning—identifying underutilized land assets, developing feasible redevelopment scenarios, and creating implementation roadmaps that maximize community benefit while ensuring financial sustainability. The plan encompasses a range of housing types and scales, from the 73-unit Tupelo Family Housing development to smaller infill projects, each carefully calibrated to neighborhood context and market conditions. Our role extended beyond traditional development consulting to include comprehensive planning, financing strategy, architectural visioning, and stakeholder coordination. Working with Yolo County Housing Authority and Brinshore Development, we navigated the complex regulatory landscape of HUD's repositioning programs while maintaining focus on resident outcomes and community priorities. The master plan demonstrates our understanding that successful repositioning requires more than financial engineering—it demands thoughtful community engagement, respect for existing residents' needs, and careful attention to how new development integrates into established neighborhoods. Our integrated architecture and development practice proved essential in creating realistic, implementable plans that balance density, design quality, and development feasibility.
